This is a story of inefficiencies due to decentralization that were overcome through an IT transformation to centralized control. In the beginning, the "central" IT Organization "controlled" only 3 percent of the overall IT budget and 6% of IT personnel costs. The results were predictable - waste, mismanagement, duplicate and disparate systems etc. etc. After the IT transformation, the department has centralized all IT budgeting, planning and development. The results? Well, the jury is still out.
