The spectrum of views on IT goes from the far right aka "IT doesn't matter" to traditional "IT is an enabler" to a more progressive "IT is a driver". Your problem: how to develop an effective IT Strategy?
One way to get to a "practical" answer is to see how other organizations are working to improve IT strategy development. So you convene a focus group of senior IT managers from a variety of industries and ask them to describe the processes their organization uses to develop its IT strategy. You also request that they assess the relative importance of the strategic use of IT in their organization, how IT strategy is associated with business strategy and how well senior business managers include IT in the development of their business strategies.
