The problem: IT value. The solution? Many many frameworks and methodologies. Here is another one developed by Intel: IT Capability Maturity Framework (IT-CMF)

IT-CMF consists of four integrated strategies (each with an associated maturity curve), namely:

1. Managing IT Budget
2. Managing IT Capability
3. Managing IT for business value
4. Managing IT like a business

IT-CMF assigns five maturity levels - unmanaged, basic, intermediate, advanced and optimized - to each of these strategies based upon Carnegie Mellon's CMMI framework.

The promise or value proposition of IT CMF? CIOs can use it to position IT as an advantaged capability versus the current utility capability.
