Our discussion on value creation has myopia. It is fixated on "dollar" denomination. This works well for private enterprise driven by profit motivation and quantifiable returns that can be measured in dollars and cents.

So, how does a "public" organization measure value creation? They are made painfully aware of the costs but what is the value of their actions? What does our trillion dollars a year investment in the pentagon get for us as citizens? Our debate on health care boils down the the "value" of 20,000 Americans who die each year because of the lack of medical care. Doesn't it?

Governments across the globe have spent considerable time and effort thinking about this issue and come up with frameworks that measure IT's "public" value. This paper presents an overview of some the more famous frameworks to measure IT's public value. The surprise here is that these frameworks can be used by "for profit" corporations as well.
