Research: 2008 IT Spending Anemic

This research predicts that 2008 IT Spending will be anemic. So what?

Are IT Trends predictions or self fulfilling prophecies?

In the real world, "analysts" and "journalists" predicted a real estate slump - before the rating agencies and the fed. My question is: did they cause that slump by plastering their front pages with stories of the impending demise?

IT Trends also seem to fuel a frenzy - CIOs who do not want to be last out of a burning building jump in and a perfectly fine building is abandoned.
