This paper suggests that enterprises would benefit by placing privacy at the center of large-scale civil identification initiatives.


The authors argue that "by conceptualizing solutions that give the individual citizen and consumer the tools they need to secure and control the sharing of their own Personally Identifiable Information and digital identities, we could simultaneously strength privacy and security, facilitate greater personalization of government and commercial services, deliver enhanced convenience and service efficiency, and minimize costs."
